A member of the security forces who is supposed to organise queues at gas stations tells the gas station employee, "This line should pay 10,000 dinars (about 7 dollars) in bribes; the other should pay 5,000 dinars (about 3 dollars) in bribes; and tell the rest the station ran out of fuel." Iraq's fuel shortage is forcing Iraqis to pay bribes and resort to buying gas and benzene on the black market.
