President Jalal Talabani said there is no reason to use violence in Iraq. He said those who resort to violence are either Baathists intent on regaining power or those allegedly fighting foreign forces in Iraq. He said Kurds obtained (autonomy) by opposing the former regime and play a significant role in enhancing Iraqi unity. He noted that 76 nations in the world have federal systems, including Germany. (Iraq recently adopted a federalist system outlined in its new constitution.)
