Afghan President Hamid Karzai on December 10 appointed 34 people cleared by the Joint Electoral Management Body to the upper house of parliament. Prominent among the 34 nominees are former interim Mujahideen president Sibghatullah Mujaddedi; one time defence minister Mohammad Qasim Fahim; cabinet minister Siddiqa Balkhi; and two sitting governors Sher Mohammad Akhundzada from southern Helmand and Abdul Kabir Marzban from north-eastern Takhar. Former premier and one-time Gulbuddin Hekmatyar loyalist Ustad Abdul Saboor Farid and Taleban deputy minister Arsalan Rahmani are also among the appointees.
