Interior minister Bayan Jabur al-Zubaidi announced a joint security plan with the defense ministry to target suspected insurgent bases.
He said security forces would focus on troubled districts of Baghdad including Kadraa, Adil, Ameriyya, Abu Graib and Doora using satellite technology. He also revealed that the Samarra bombers planted explosive material in nine corners of the shrine.
