American-Iraqi oil experts said Iraq has witnessed the worst fuel crisis since the fall of the former regime of Saddam Hussein, warning that the situation will deteriorate even more this winter. Americans said that high ranking officials in the oil ministry and members of a number of political parties were involved in oil smuggling operations.
